The first President of the Supreme Court, Małgorzata Manowska, addressed the nation’s top leaders urging the organization of a “round table” dialogue aimed at resolving the crisis in the judiciary by addressing as many disputed issues as possible.
Appeal by Małgorzata Manowska for a ‘Round Table’
Małgorzata Manowska, the first President of Supreme Court, directed her appeal to President Karol Nawrocki, Speaker of the Sejm Szymon Hołowni, Speaker of the Senate Małgorzata Kidawa‑Błońska, Prime Minister Donald Tusk, and leaders of parliamentary clubs and circles. The Supreme Court stated that the aim is “to initiate a dialogue to solve the crisis in the judiciary.”
Need for Compromise in Resolving Disputed Issues
The Supreme Court highlighted that Manowska underscored “the necessity of a compromise to address as many disputed issues regarding the functioning of the judiciary as possible.” These issues include the constitutional design of the National Council of the Judiciary, doubts surrounding judicial appointments (from the State Council to those designated under KRS statutory provisions stemming from the 8 December 2017 Act), and the situation concerning the Constitutional Tribunal.
SN on Judicial Chaos
The Supreme Court commented that “previous actions have only deepened legal chaos, amplified by the lack of openness to dialogue from certain political circles, including the Minister of Justice.” Manowska emphasized that, keeping the Republic’s welfare and the judiciary’s integrity in mind, a rational and compromise constitutional solution is feasible—one that respects international and European court guidelines without compromising the status of Polish judges, and safeguards legal sovereignty in the organization of the judiciary as a core state attribute.
