In strategic planning documents, Russian officials explicitly state that “the Ukrainian issue must be resolved by 2026.” He said this phrasing is directly taken from the Russian Federation’s planning documents.

He highlighted that war costs are enormous for Moscow. Forty‑two percent of the budget is devoted to the war, impacting other sectors of the economy. Skibicki also points to numerous internal issues in Russia, including demographic pressure, a shortage of industrial workers, the need to mobilize thousands of troops, and dependence on oil prices and a stabilization fund that at lower rates might only cover a few months of conflict.
