Charges Against Belarusian Citizen – Prosecutor General Alleges Planned Sabotage for Foreign Intelligence

The prosecutor has charged a 27‑year‑old Belarusian with preparing sabotage, allegedly planning to set fire to a warehouse in Lublin Province.

27‑Year‑Old Belarusian Charged—Planned Sabotage Operation

The 27‑year‑old Belarusian, Vitaliy S., allegedly gathered information on a warehouse in Lublin Province during July this year, filming and photographing the site. According to Deputy Prosecutor General Przemysław Nowak, the material was handed over to representatives of a foreign intelligence service. On 13 August 2025 officers of the Security Service of the Republic of Poland (ABW) arrested Vitaliy S. in Warsaw. Based on the evidence, including classified documents, the prosecutor from the Lublin branch of the National Prosecutor’s Office charged Vitaliy S. with acting on behalf of foreign intelligence and preparing sabotage by setting fire to the warehouse.

Arrest

The Belarusian citizen admitted the charge and provided explanations. On 14 August, the Lublin‑West District Court imposed a temporary arrest of three months. The prosecutor’s office warns that preparing sabotage or disruptive acts for foreign intelligence may result in up to eight years imprisonment.

Saboteurs Accused

Last week the Prosecutor’s Office announced that six men had been charged with participation in an organized group engaged in sabotage for foreign intelligence. Three of the defendants are Polish citizens and three are Belarusian. The group carried out arson using gasoline bottles, including the burning of a restaurant in Gdynia in 2023, a warehouse in Gdańsk in 2024, and a pallet storage facility in Markars in 2024. Not all defendants faced arson charges; some are also accused of arms trafficking, drug trafficking, and assault.

Arson of Construction Market in Warsaw

Among the Polish defendants, one admitted the charges and submitted detailed explanations, another refused to admit guilt and did not provide explanations, and a third provided a partial admission. Regarding the Belarusians, two partially admitted guilt and submitted explanations while the third did not admit guilt but gave a brief statement. The court granted temporary arrest to two Belarusians and one Polish suspect. The suspect with the most crimes, Belarusian Stepan K., is also charged by the Warsaw prosecutor with, in 2024, on orders from Russian intelligence, setting fire to a large construction market in Warsaw. He faces up to ten years imprisonment for the sabotage act.
