President Karol Nawrocki Poised to Veto Key Tax Law: “President’s Approval Will Not Be Given”

President Karol Nawrocki has announced he will not sign a proposed tax increase bill for Poles, signaling a potential veto of the legislation and introducing his “Tax Contract” plan.

During the March program convention, Karol Nawrocki stated he would not sign the bill raising taxes for Polish citizens. He also unveiled the so-called “Tax Contract,” which includes lowering VAT to 22 percent, a package of “lower and family-friendly taxes,” such as 0 percent income tax (PIT) for families with at least two children, raising the second tax bracket to 140,000 zlotys annually, and abolishing the Belka tax for incomes up to 140,000 zlotys.

Speaking to Radio ZET, Zbigniew Bogucki, head of the presidential office, said, “President Karol Nawrocki will not approve the proposed increase in alcohol excise taxes.” He emphasized that if the president refused to sign a tax-raising bill, he would not do so for this one either. Bogucki noted the details of the proposal remain unclear, as it may include both increases and reductions in certain areas.

Proposed Changes by the Ministry

The Ministry of Finance’s draft law aims to raise excise duties on alcohol, beer, wine, fermented drinks, and intermediate products. Rates would increase by 15 percent compared to 2025 levels and by 10 percent from January 1, 2027. The plan is framed as a response to the “need to counteract the harmful effects of alcohol on the health of Poles.”
