Nawrocki’s Veto on Benefits for Ukrainians

President Karol Nawrocki has vetoed legislation meant to extend support for Ukrainian citizens in Poland, forcing the government to draft a new proposal to address potential disruptions to aid programs.

President’s Veto on Ukrainians

President Karol Nawrocki did not sign the Ukraine Support Act, which aimed to continue assistance for Ukrainian citizens residing in Poland amid the war. The law’s key provision was extending protection until March 4, 2026, allowing Ukrainians to maintain access to employment, education, healthcare, and social benefits. Nawrocki emphasized that the 800 Plus allowance should be limited to Ukrainians working in Poland, stating the same applies to their healthcare protection. He also proposed his own draft law, which would adjust social and healthcare benefits and introduce new criteria for granting Polish citizenship, extending the process from three to 10 years.

Government Preparing Changes for Foreign Nationals

During a press conference on August 26, government spokesperson Adam Szłapka stated the administration will prepare a new legislative proposal by the time of the next Seimas session on September 8. He warned the veto could lead to potential chaos but confirmed that the Council of Ministers is drafting a solution to regulate benefits for all foreign nationals in Poland, not just Ukrainians. Szłapka clarified the approach would link benefits to employment or residence in the ZUS system, which is directly tied to work in the country.

Next Cabinet Council Meeting

Szłapka announced a Cabinet Council session on August 27 at 9:00 AM, where both Nawrocki and Prime Minister Donald Tusk will address media. Later discussions will include measures to protect Polish agriculture and the EU-Ukraine trade agreement.
