A 11-year-old boy ended up in the hospital with a broken arm after a dog attacked him while he was riding a scooter on a public road. The animal, which came from an unsecured property, chased the child, barked aggressively, and struck the scooter, causing him to lose balance and fall onto the road.

The attack is being investigated under Article 160§1 of the Polish Criminal Code, which penalizes acts endangering a person’s life or health. The offense carries a potential prison sentence of up to three years. Police emphasize that dog owners are legally responsible for their pets’ behavior, including ensuring their safety and cleanliness in public spaces.

Laws Governing Animal Care

According to Article 77 of the Code of Offenses, owners must take reasonable precautions to prevent animal-related incidents. Failure to do so may result in fines up to 1,000 zloty, community service, or formal reprimands. If such negligence endangers human safety, penalties escalate to detention, imprisonment, or higher fines.

Animal Welfare and Living Conditions

Pet owners are required under the Animal Protection Act to provide their animals with adequate shelter, access to daylight, proper nutrition, and clean water. The law prohibits keeping a dog on a leash for more than 12 hours daily if it causes distress or harm. Leashes must be at least three meters in length to ensure freedom of movement.

Risks of Neglect and Confinement

Prolonged confinement or restricted movement can increase a dog’s aggression, making it a greater risk to the public. Owners must prioritize both their pets’ well-being and the safety of others, as neglect poses legal and health threats.
