A comprehensive government guide, the “Safety Manual,” has been developed over six months with input from 100 experts across 20 institutions to help citizens prepare for various emergencies.

The Creation of the “Safety Manual”
At a conference involving heads of the Ministry of Interior and Administration (MSWiA) and the Ministry of National Defence (MON), the “Safety Manual” was presented. Developed between February and August this year, the guide involved 100 people from 20 institutions. “This is a very important day for Polish security,” said Deputy Prime Minister and MON head Władysław Kosiniak-Kamysz. He emphasized that the manual will soon be delivered to every home and is already available on the government’s website. The guide includes advice on how to act in various crisis situations, such as hurricanes, natural disasters, floods, fires, terrorist threats, and more.
Kosiniak-Kamysz: The Threat Is Very Serious
“Sweden offered a similar guide several months ago. Poland will be among the few European countries preparing so effectively and building public awareness,” Kosiniak-Kamysz stated. He added that the government aims to ensure the printed version reaches every household this year, by early next year at the latest.
Kierwiński: Printed Version in Every Home
MSWiA head Tomasz Kierwiński noted that the guide is a tool for building population preparedness for danger. “Civil defense systems rely on infrastructure, efficient services, and social awareness,” he said. Distribution of the printed manuals will begin this year, with the goal of delivering them to every Polish family by early next year.
What Does the “Safety Manual” Contain?
The electronic version of the guide spans 54 pages and includes four sections: introduction, preparation, response, and planning. The response section is the most detailed, covering instructions for evacuation, crowd safety, fire, flood, prolonged power outages, chemical threats, air attacks, and terrorist dangers. The final section includes a template for creating a personal crisis plan.
