During the meeting in Kötcse, Orban suggested Ukraine’s possible partition into three zones: a Russian zone, a demilitarized zone, and a western zone. He claimed Russia’s zone already exists, and the current debate concerns the number of counties it should encompass.

Orban also proposed a Europe-wide circular system of cooperation, covering military, energy, economic, and political aspects. He called for deeper reorganization of the European Union, suggesting that the EU should accept Vladimir Putin’s role as president and acknowledge Russia’s technical and economic resilience.

Russian narratives about the war are said to be uncritically echoed by Orban, according to the East-West Institute. The institute claims that Orban admires Russia’s adaptability to warfare and that he fails to acknowledge the nation’s financial, technological, and demographic challenges.
