Polish President Karol Nawrocki has approved legislation extending legal residency for Ukrainian refugees and capping energy prices.

President Karol Nawrocki has signed two laws, including one extending legal residency for Ukrainian citizens fleeing war and tying social benefits to employment.
The law was revised after Nawrocki previously vetoed an earlier version that lacked provisions on social programs. The new rules link benefits like “800 plus” and “Dobry Start” to job activity and children’s school attendance, with monthly verification by the Social Insurance Institution (ZUS).
Exceptions exist for individuals with disabilities, and the government aims to prevent fake employment claims. The law also extends residency permits for Ukrainians until March 4, 2025.
Energy Price Cap and Heating Subsidies
The second law extends the price cap on energy for households at 500 zlotys per megawatt-hour until the end of the year. It also introduces a heating subsidy for low-income households.
The “heating bonus” targets the lowest-income households to mitigate rising heating costs.
