Poland to streamline vehicle registration with new digital reforms

Poland’s Sejm unanimously passed a law on September 26, 2025, to simplify vehicle registration, now awaiting Senate approval.

Full digital registration introduced

The amendment to the Road Traffic Act allows applicants to submit registration requests entirely online via the mObywatel app or the ministry’s digital service. In-person visits will still use electronic forms to ensure full digital archiving.

Retention of existing license plates

Owners can now keep their current plates without presenting them in person, provided they declare the plates are legible and undamaged. This reduces bureaucracy and speeds up processing.

Clarifications for business operators

The law clarifies rules for businesses dealing with imported vehicles, ensuring registration before the expiry of temporary permits. This standardizes practices and minimizes disputes in local transport departments.

Cross-border vehicle data access

The AVI (Actual Vehicle Information) service will enable registration authorities to retrieve vehicle data from EU member states’ databases, reducing reliance on paper documents and speeding up verification.

Expanded e-services and data sharing

The reform includes broader digital services and data exchange between national registries, including CEPiK, to reduce redundant document submissions for citizens and businesses. The changes are part of the government’s deregulation package to cut administrative barriers.

The amendment will proceed to the Senate, with implementation following presidential approval and technical rollout deadlines.
