Tomasz L. Charged with Spying for Russian Intelligence

Polish prosecutors have charged Tomasz L. with spying for Russian intelligence, alleging he supplied documents damaging to Poland between 2017 and March 2022.

National Prosecutor’s Office Indicts

The National Prosecutor’s Office filed an indictment against Tomasz L., accusing him of participating in the activities of the Russian civilian intelligence service and of passing information that could harm the Republic of Poland. Investigators say the alleged conduct lasted from 2017 to 17 March 2022. The case is registered under file number XVIII K 172/25.

Access and Theft of Official Records

According to the investigation, the accused, who was employed at the Archival Department of the Civil Registry Office of the City of Warsaw, used his access to official collections and systems. He copied documents to private media and photographed official documents—including civil status records of Polish and foreign citizens, diplomatic correspondence, and official templates and guidelines—using a service phone.

Transfer of Information to Russian Intelligence

The prosecutor stated that the materials could serve foreign services in creating identities of the so‑called “nonlegally” agents (*nonlegally – an intelligence agent operating under cover on foreign territory). The obtained data enabled the completion of legal‑ization documentation required for building false identities. Information was relayed to a designated officer of Russian intelligence “through covert radio communication.” The accused had previously received training from Russian services in this regard.

Arrest and Detention

On 17 March 2022 Tomasz L. was arrested by officers of the Internal Security Agency. The prosecutor asked the court to impose temporary detention, which has since been extended. The Warsaw Appellate Court recently prolonged the detention for another six months, until 25 March 2026.

The prosecutor classified the alleged act as espionage under Article 130 § 2 of the Penal Code and as exceeding the powers of a public servant under Article 231 § 1 of that code. The indictment was submitted to the Warsaw District Court on 11 September 2025. During the preliminary proceedings the accused did not admit the charges; he provided explanations at the initial stage, then exercised his right to refuse to give statements during subsequent hearings. The investigation was conducted in cooperation with ABW officers.
