Estonian Government Blocks Road Segments Through Russian Territory Amid Heightened Russian Activity

Estonia’s premier announced the permanent closure of two road sections that cross Russian territory, citing increased Russian activity and security risks, on 10 October.

Road closure enforced indefinitely

Prime Minister Kristen Michal said at a press conference that the decision was based on an assessment of threat. Vehicles may no longer cross the corridor because armed people are present. The two road segments are closed and will remain so.

Bypass to be completed in months

Michal announced that a short bypass will be finished within a few months, and a full alternative route outside Russian territory is planned to be operational by autumn 2026.

Road 178 and Saatus But crossing

Estonian road 178 passes through Russian territory twice—about 30 m in one spot and nearly a kilometre in another. The longer stretch is called Saatus But because the shape resembles a boot. The 2003 agreement allowed transit without border checks as long as vehicles did not stop.

Background of the incident

On Friday 10 October, a group of seven armed men appeared on the road segment. Their presence prompted the Estonian Border Guard to deploy patrols and advise drivers to detour. The temporary closure was converted to permanent to prevent potential provocation and ensure Estonian safety. Forces have increased in the area.
