Michał Woś Charged: PiS MP Faces Up to 10 Years in Prison

On Tuesday, a prosecutor from the National Prosecutor’s Office filed a charge against PiS MP Michał Woś, alleging he misappropriated 25 million PLN from the Justice Fund to purchase Pegasus software, facing up to 10 years in prison.

Prosecutor’s Charge Against Michał Woś

On 21 October, a prosecutor from Investigation Unit No. 2 of the National Prosecutor’s Office filed a criminal complaint against Michał Woś, former Deputy State Secretary at the Ministry of Justice and PiS MP. The complaint alleges that he exceeded his authority and neglected duties by transferring 25 million PLN from the Justice Fund to the Central Anti‑Corruption Bureau (CBA) to purchase Pegasus software, thereby converting the public-owned movable assets into personal gains. The court may sentence him to one to ten years in prison.

Misappropriation of Justice Fund Money

Prosecutors claim Woś took possession of the 25 million PLN entrusted to the Justice Fund, using it to buy the Pegasus spyware through CBA, an operation that later proved illicit. According to investigators, the funds were misappropriated, causing a loss to the State Treasury and harming the public interest.

Contract Irregularities and Lack of Oversight

Woś, authorized to negotiate contracts for the Justice Fund, entered a deal with then‑chief of CBA, Ernest Beeja, that transferred the money to CBA even though the bureau did not meet the conditions required to receive such funds. No approval was obtained from the Minister of Finance or the Parliamentary Committee on Public Finance. Because the contract was cloaked in operational secrecy, later audits could not verify the proper use of the money, yet the subsidy was declared settled.

Michał Woś’s Defence

In a statement on 1 October, Woś denied that he purchased Pegasus and said he would not have done so. He claimed that the system was bought on his behalf by CBA, that it was available in 14 EU countries, and that he had merely decided to fund the purchase. He said he would repeat the decision to defend Poland from criminals, including those around Jarosław Tusk.
