The Wife of the Richest KO MP Received EU Recovery Fund Money—He Explains: The Case Is Clean, No Grounds for Protest

Everything is law‑compliant. The entire matter is clean; nothing can be protested, stated Artur Łącki of the Civic Coalition. His wife received funds from the EU Recovery Fund under the HoReCa revival program, raising questions about propriety.

Łącki: The Case Is Clean

One of the beneficiaries of the KPO funding for the HoReCa sector is the Gryf resort in Pobierowo, West Pomeranian Voivodeship, run by Wioletta Łącka, wife of the richest KO MP Artur Łącki. Since the publication of the KPO investment map, many questions have arisen about specific investments, including whether a politician’s spouse received money unlawfully. Unlike her husband, Wioletta has not made a public statement on the issue. “There was an uproar over these KPO subsidies, but it is unlikely that there are any real problems,” the KO MP said in an interview with ‘Super Express.’ “Documents will be reviewed. My wife received no money, not a single zloty from the KPO. She invested huge sums to rescue her business after the pandemic,” he emphasized. He clarified that Wioletta Łącka submitted applications and was granted the funds. “All is in line with the law. The whole matter is clean; there is nothing to criticize,” the PO politician reiterated. Earlier, Łącki mentioned that his wife had plans to expand the restaurant hall and a conference room.

Who Is Responsible for Allocating KPO Funds?

On Sunday, August 10, former PARP president Katarzyna Duber‑Stachurska wrote on LinkedIn that responsibility for the KPO scandal lies with the Ministry of Funds and Regional Policy. “PARP is an implementing agency; it does not make decisions on programmes, set financing criteria, or approve procedures and regulations. All such matters are approved by the Ministry of Funds and Regional Policy—PARP has no autonomy in this area. The same applied to the KPO HoReCa programme.” She added that the minister was aware of concerns, answered operators about the admissibility of vessel engines, and personally intervened to relax initial rules so that funds moved more quickly. In response, Katarzyna Pełczyńska‑Nałęcz stated that the president had not sent her any documentation about irregularities in HoReCa over the past year, again placing responsibility on PARP and operators. She added that according to the agreement, it is their role to ensure subsidies are awarded in accordance with regulations, and that in addition to PARP oversight, the Ministry will also conduct checks.

KPO Investment Map

On the government site dedicated to KPO, a map of investments was released, indicating who received and how much of the EU money. Most inquiries focus on the distribution of funds in the HoReCa sector—hotel and restaurant business owners intended to use EU money to purchase yachts, motorboats, saunas, and solaria. European Commission spokesperson Maciej Berestecki informed that “Poland is obliged to take steps to clarify the controversies surrounding the disbursement of KPO funds.”
