Charges Filed for Foreign Intelligence Arson Ring Involving Six Individuals

Prosecutors accuse six people of participating in a criminal group organized to sabotage Polish territory for a foreign intelligence service.

Charges Filed for Series of Arson

A charge file has been filed for a series of arson acts carried out on behalf of a foreign intelligence agency. It concerns six individuals.

Prosecution Statement

The National Prosecutor’s Office announced in an early morning statement that the charge file involves six people: three Polish citizens—Kamil K., Dawid P., and Łukasz K.—and three Belarusian citizens—Stepan K., Andrei B., and Yaraslau S. The allegations include organizing and executing disruptive acts within the Republic of Poland, arms trafficking, drug trafficking, and other criminal offenses. The alleged crimes encompass, among others, sabotage and sabotage-related activities.

Method of Arson

The prosecutor stated that all arson incidents were carried out by throwing buildings or other structures with flammable liquid-soaked bottles—commonly known as Molotov cocktails.

Arrest Status of Defendants

Three of the accused—Stepan K., Yaraslau S., and Łukasz K.—remain in custody. Stepan K. and Dawid P. denied the charges, while the other four defendants partially admitted to the accusations and submitted statements. The investigation began on 1 February 2024 following counterintelligence actions against a Ukrainian citizen, Serhiy S., who was convicted for sabotage operations in Wrocław.

Alleged Connections to Olgierd L.

The prosecution disclosed a network facilitating the recruitment of individuals for sabotage operations and uncovered a scheme involving the transfer of weapons and narcotics through persons claiming to serve Ukrainian military forces amid the war initiated by the Russian Federation. The accused, who allegedly committed typical criminal offenses such as assaults, arms trading, and drug trafficking, reportedly collaborated with Olgierd L. Investigation into L. is ongoing; a 47‑year‑old man was detained in early December 2024. His name resurfaced in relation to a known acquaintance of current president Karol Nawrocki L. The case alleges L. participated in an organized group aimed at committing a range of crimes, especially those endangering health and life.
