Former RARS Chief Secures Bail in London After European Arrest Warrant

Michał Kuczmierowski, who headed the Agency for the Management of Remote and [abbreviated] Surveillance (RARS), was detained in London in September 2024 under a European Arrest Warrant. Four months later, he was granted release on a £600,000 bond and is required not to leave the United Kingdom and to report regularly to the police.

London Was Not Accidental

Sources indicate that Kuczmierowski’s release followed a political intervention by officials linked to the Mateusz Morawiecki administration. They reminded the British authorities of his earlier cooperation in supplying equipment for Ukraine during the early phase of the Russian invasion. With this “protection” in place, he was allowed to exit custody.

New Threads on RARS

Additional investigations now involve four new probes by regional and district prosecutors across Poland. They focus on the import of equipment from Kazakhstan, Australia and Colombia, although the veracity of the origin is not confirmed. Further scrutiny has turned to RARS purchases during the COVID‑19 pandemic from Zarys International Group, a major Silesian supplier of protective materials. The company’s owner allegedly collected funds for bribes to secure agency contracts, including the supply of an anti‑Covid hospital at the National Stadium. These new angles represent only a third of the material the prosecution investigates.
