Pre‑Opening Ministry Meetings
On 12 September 2023, at 7:47 am, Andrzej Wielgomas visited the Ministry of Agriculture before its doors opened. He met Minister Robert Telus and Deputy Rafał Romanowski, who later signed the sale agreement on behalf of Wielgomas’ son Piotr. The documents contain no record of the discussion, and the involved politicians were unable to explain the meeting’s purpose.
Visit to Dawtona and Campaign Gadgets
A week later, Telus visited Dawtona when a new production line opened. According to sources, the factory prepared fruit‑jam tubes stamped with party logos and images of Telus, Artur Sobon, and Zbigniew Chmielowiec for the 2023 parliamentary campaign. The invoice was issued to a separate company that does not sell such products, and politicians could not clarify why this arrangement was used.
Visits to KOWR and Changing the Plot Decision
Wielgomas met with Waldemar Humięcki, Director General of the National Rural Development Centre, on 25 Aug and 27 Oct 2023. The first visit occurred after state institutions cleared a sale but before the final documents were signed; the second happened a few days after Romanowski signed the agreement. KOWR acknowledged that more meetings might have taken place, as not all visits were officially recorded.
Sale Just Before the Power Shift
The 160‑hectare plot was sold on 1 Dec 2023 for 22.8 million PLN. The sale was completed minutes before the ruling Law and Justice party lost office. Despite the Central Communication Port’s earlier attempt to block the transaction due to strategic considerations, the sale proceeded. In a statement, Humięcki said Wielgomas “was at his office” and discussed the “sales procedure and the deed of notarization,” noting that the entrepreneur may have represented his son, though no authorization appears in the records.
Uncertainties and Politicians’ Silence
After a change in government, KOWR informed the Central Communication Port that former owners had claims on the plot. WP reports this claim was unfounded; an administrative court dismissed the case in 2015. None of the key participants—Telus, Romanowski, or Wielgomas—responded to WP questions about the conversations and detailed contacts.
