In the accompanying text he criticized the opposition, asserting that they were being chased for political gain, a remark he linked to an investigation concerning the Fund of Justice.

The picture was captured on 5 October during the 95th‑anniversary celebration of OSP Rycerka Dolna, where a new fire truck worth nearly 1.2 million zloty was presented. The vehicle’s cost was covered by the Main Police Command, the Provincial Environmental and Water Management Fund, the Marshal’s Office, and the Municipality of Rajcza. Pępek was among the invited guests, together with PiS regional councilor Stanisław Baczyński, who also appears in the image.
Funding Data from the Fund of Justice
According to the Ministry of Justice, from 2019 to 2023 the Fund of Justice granted a total of 224 million zloty in non‑competitive financing. Of this, more than 201 million zloty went to electoral districts where candidates from the party of former Prime Minister Zbigniew Ziobro stood. The average grant per district was 5.5 million zloty, rising to 7.7 million zloty where Ziobro’s party fielded candidates and to 9.3 million zloty in districts that eventually secured a parliamentary seat. Districts without a candidate from Ziobro’s party received an average of 1.5 million zloty.
