European leaders present a counterproposal to President Trump’s Ukraine peace plan, aiming to return strategic territories to Kyiv and clarify unresolved issues, as negotiations convene in Geneva on Nov. 23.
Negotiation Context
On Sunday, 23 November, Geneva will host talks on the proposed peace plan between the U.S. and Ukraine, joined by senior officials from France, Germany, and the UK.
European Counterproposal
The proposal, reported by The Washington Post, would restore Kyiv’s control over strategic territories, lift restrictions on the Ukrainian army, and bring the Zaporizhzhia nuclear plant and Kakhovka Dam back under Ukrainian authority.
Kijów would also secure free flow along the Dnieper and control over the Kinburn Peninsula, while other territorial disputes would be addressed under a cease‑fire framework, according to the EU draft.
No Final Agreement Yet
An American negotiator told Reuters that nothing will be finalised until Presidents Zelensky and Trump meet.
The talks aim to iron out final details and draft a deal that is advantageous for Ukraine.
Tusk Raises Reservations
Donald Tusk, alongside leaders from France, Italy, Germany, the UK, Canada, and Japan, pledged support for working on the U.S. peace plan but first raised concerns over some points.
He said Polish leaders would meet in the Netherlands before the Africa‑EU summit to present Poland’s viewpoint.
