The publication indicates the plan was formulated in secrecy and is now ready for implementation.

The 1,200‑page document specifies the transport of up to 800,000 soldiers from NATO forces to the eastern front, mapping ports, rivers, rail lines, and roads for movement.

It also details supply and protection measures en route to ensure troops remain provisioned and defended throughout the transit.

Development and Timing of the Plan

German officials say the work began 2½ years ago, convening 12 senior officers at a Berlin military complex.

The document is now prepared for deployment, according to the WSJ.

German authorities predict Russia could be poised to attack NATO in 2029, but espionage, sabotage, and airspace breaches observed in Europe suggest an earlier possibility.
