France will begin a voluntary national military service in early 2025, President Emmanuel Macron says, aiming to strengthen the army amid rising global threats.
Voluntary Service Overview
France will introduce a “national service” inspired by Norway, targeting youths aged 18 to 19, with the option to expand to a broader group during crisis situations.
Training and Benefits
The 10‑month program provides volunteers with uniform, equipment, a monthly stipend of €800, food, lodging, and a 75% discount on train fares. After basic training they will join professional units and perform the same duties as regular soldiers.
Scope and Limitations
Macron emphasized that volunteers will serve solely on national soil, rejecting claims that the initiative intends to send forces abroad, such as to Ukraine.
Budget Increase and Expansion Plan
To support the programme France will raise its defence budget by €2 billion. The first year will enrol about 3,000 volunteers, rising to 50,000 over ten years.
European Context
Macron described the move as “inspired by the practices of European partners” amid growing threats from Russia and uncertainty over U.S. priorities, noting similar programmes in Germany and Denmark.
