Warsaw is reviving its landscape ordinance process to update rules on advertisements, signs, fencing, and small-scale architecture, inviting residents and businesses to submit proposals by September 14, 2025.
Resuming Work on Landscape Ordinance
The capital city has restarted work on the landscape ordinance. The Municipal Council decided to prepare new regulations, and the city hall has initiated a consultation process, accepting applications from residents and businesses until September 14, 2025. The document aims to clarify rules regarding advertisements, signs, fences, and small-scale architecture.
Legal Framework Changes Impact Process
On July 10, 2025, local councilors approved a resolution to draft a new landscape ordinance governing the placement of small-scale architectural objects, advertising boards, and fencing. Simultaneously, the previous procedure was terminated. The process has been significantly reshaped by a constitutional court ruling, which deemed key provisions of the spatial planning and management law inconsistent with the Constitution.
Vice Mayor Hopes for Effective Implementation
Warsaw’s vice mayor, Renata Kaznowska, remarked, “I hope this time the city council not only adopts the document but also enacts it effectively.”
Adapting to New Legal Realities
Elżbieta Janczar, chair of the Spatial Order Committee, noted, “We are in a new legal reality, so we must adjust our document’s provisions to align with it.”
Submission Process Begins on August 18
Due to anticipated legal changes, including the mentioned constitutional court ruling, the implementation of landscape ordnances now requires a new approach. Warsaw will continue work on the ordinance, tailoring it to current conditions. Starting August 18, residents are invited to submit proposals for the new document.
Details on How to Submit Requests
All information on submitting requests is available at consultations.um.warszawa.pl and architecture.um.warszawa.pl. Applications can be submitted electronically or in print, with the final deadline set for September 14, 2025.
Next Steps Following Submission Deadline
After the submission period ends, applications will be analyzed, and a draft ordinance will be prepared. Submissions deemed valid will be reflected in the draft. Once finalized, the ordinance will be published for public review, allowing feedback before final approval by the Warsaw Municipal Council.
