Sejm Chancellery head Marek Siwiec addresses security clearance concerns, stating he is currently completing required paperwork for classified information access.
Marek Siwiec: Access to State Information
Marek Siwiec became head of the Sejm Chancellery in November of last year. A right-wing portal, Niezależna.pl, reported that Siwiec had not yet submitted an application for security clearances from foreign entities. On February 17, Siwiec responded to these reports in Polsat News, stating: “First of all, I don’t have to apply for anything because my position is covered by privilege under the law on state secrets protection. I can access state information.”
Security Questionnaire for NATO and EU Classified Information
Siwiec explained that the security clearances mentioned by right-wing media only relate to access to higher-level classified information. He added that obtaining super-secret clearances requires submitting various documents, including a 38-page security questionnaire. Siwiec stated he decided to complete the questionnaire required for applying for access to classified NATO and EU information: “I’m in the process, around page 24. It’s going well, though slowly. The matters are progressing well, and soon the application will be submitted.”
Włodzimierz Czarzasty’s Access to Classified Information
Siwiec also commented on Sejm Marshal Włodzimierz Czarzasty’s access to classified information, stating: “A moderately attentive observer of publicly available media would know everything about the questionnaire after three weeks of discussion.” He added: “The only thing I can do now is repeat what I heard from the Marshal yesterday: everything has already been said on this topic. There are laws, procedures, there was the National Security Council. Everyone who asked questions received answers.”
Sejm Chancellery Statement on Czarzasty
The Sejm Chancellery emphasized that Czarzasty has access to strictly confidential information by law and is under constant counterintelligence protection. “Moreover, as the second person in the state, having contact with heads of special services, he himself requested additional counterintelligence verification of his contacts,” the Chancellery stated. They explained that Czarzasty does not fill out security questionnaires intended for persons with lower access levels, noting that if the Marshal had requested verification from the Internal Security Agency, it would have to refuse due to the provisions of the law on classified information protection.
