Polish government consulting on deregulation to resolve 1,400+ pending waste processing permits causing industry delays.
Major Deregulation for Waste Industry
The Ministry of Climate is calling the UDER81 deregulation project “the biggest change to the Environmental Protection Inspection Act since 2018.” This initiative aims to address significant bottlenecks in the waste processing sector.
Permit Application Backlog
Businesses were required to submit applications for permits related to waste processing and generation by March 5, 2020, to comply with regulatory changes. As of the end of 2024, approximately 1,400 applications (13% of total submissions) remained unprocessed.
Administrative Delays
Nearly 1,100 applications were awaiting review by regional marshals, while 340 were pending with county administrators. The Ministry of Climate and Environment identifies delays in joint inspections as a primary factor in prolonging permit proceedings.
