Permanent Residence Permit Applications to Go Electronic Only

Poland will transition permanent residence permit applications to electronic submission only through the new MOS system.

New Electronic Application Process

Applications for permanent residence permits will be submitted electronically through the MOS (Case Handling Module), replacing the previous paper-based system. Foreigners will no longer need to appear in person at provincial offices to apply.

Required Documentation

Applicants must attach a current photograph in JPG format and digital copies of all pages of valid travel documents. Those without valid travel documents can submit other identity documents. Additional supporting documents can also be attached electronically.

Certificate Replaces Travel Document Stamp

The previous stamp in travel documents confirming application submission has been replaced with an electronic certificate. This certificate will be generated by provincial office staff and made available in the MOS system for multiple printing.

Possible Personal Appearance Requirements

During proceedings, provincial governors may still summon applicants for personal appearance to present original documents and provide biometric data for residence cards. This may be combined with requests to supplement application deficiencies or pay fees.

Expanded Application Form

While similar to the current form, the new electronic application includes additional fields for email address, addresses in country of origin and previous residence, and information about alternative identity documents.

Legal Basis and Implementation

These changes result from amendments to the Act on Foreigners effective November 21, 2025. The implementation date will be announced in the Official Journal by the minister responsible for internal affairs.
