Nationwide System 999 Outage Hinders Emergency Call Handling: Ambulance Dispatches Now Done via Telephone

A nationwide failure in the SWD PRM system managing emergency calls to 999 has caused significant disruptions, forcing ambulance dispatches to be conducted via telephone instead of the usual digital methods.

System Failure Disrupts Emergency Call Processing

A serious outage in the SWD PRM system, responsible for handling emergency calls to 999 (and partially 112), began on the night of August 26-27, 2025. Provincial offices confirmed difficulties in transmitting dispatch instructions, which are now handled via phone calls. Medical dispatchers report delays, map inaccuracies, and communication issues.

System Functionality and Impact

The SWD PRM system oversees emergency call handling for 999, monitors medical team statuses, and assigns ambulances. On August 27, provincial offices—including the Mazovian and Lower Silesian—confirmed the outage forced dispatchers to operate outside the system, using direct phone and radio contacts with teams.

Official Response to the Outage

“Today around 10 a.m., there was a SWD PRM server outage affecting the entire country. It is already being resolved. Calls to 112 and 999 can be made without issues. There are no reports of the outage disrupting the core functionality of the State Medical Rescue System. In Mazovia, medical rescue teams and dispatchers immediately switched to telephone and radio communication after the problem arose. The Mazovian Provincial Office’s State Medical Rescue Department is monitoring the situation in real time, while the National Medical Rescue Monitoring Center addresses the repairs,” said Joanna Bachanek, the Mazovian provincial administrator’s press spokesperson.

Delays and Technical Issues Reported by Dispatchers

According to dispatchers, delays in processing calls have occurred, along with issues transferring “formatki” (data packages) from 112 to medical dispatchers. Reports indicate problems with maps showing team locations and radio connectivity. “The waiting time for call handling could significantly increase… The maps displaying team locations are not functioning,” warned a cited expert group, as reported by the media.

Information services and industry specialists note the outage affects the entire country. Dispatchers have resorted to contacting teams directly on service numbers due to system unavailability. Several reports emphasize that authorities are prioritizing life-threatening emergencies to ensure the fastest possible response from local teams.
