Background on the SAFE Program
The SAFE program is a European Union initiative designed to finance investments in defense. Poland could potentially receive 43.7 billion euros, equivalent to nearly 200 billion złoty, in the form of low-interest loans with a 10-year repayment deferral and a 45-year settlement period.
The program also aims to support the domestic arms industry and companies collaborating with the military. A competing proposal, termed “Polish SAFE 0%,” suggests funding investments from the profits of the National Bank of Poland.
Presidential Veto and Legislative Process
The legislative process surrounding the SAFE program reached a critical stage after President Karol Nawrocki vetoed the implementing legislation on March 12, 2026. The President cited concerns regarding long-term debt and restrictions on equipment procurement.
Poll Results: Strong Public Approval
The poll, conducted with 7,609 participants, showed a significant majority in favor of the SAFE program. 89.99% (6,847 respondents) answered “Yes” to the question of support, as of March 19, 2026.
In contrast, 7.54% (574 votes) answered “No,” and 2.47% (188 responses) selected “I don’t know.”
