Initial Explosion and Arrest
An unidentified object exploded on a street near a building in a town on the outskirts of Kyiv on Monday, March 23rd. The force of the blast shattered windows in nearby homes. A 21-year-old man has been detained in connection with the incident.
Second Explosion During Response
Police received a report of the incident at 5:35 AM local time and dispatched officers, rescuers, and explosives experts to the scene. A second explosion occurred while personnel were working at the site, according to the regional police department.
Injuries and Investigation
Two law enforcement officers were hospitalized with injuries but their lives are not in danger, according to the Kyiv Regional Military Administration. Police are investigating the case as a “terrorist attack.”
Pattern of Attacks
This incident follows a series of similar targeted attacks on police officers and security service personnel in Ukraine in recent weeks. Authorities describe these attacks as “terrorist acts inspired by Russia.”
Lviv and Mykolaiv Explosions
In February, a double explosion occurred in the historic center of Lviv. The first device detonated after a reported burglary at a store, and the second upon the arrival of emergency services. A 23-year-old police officer and a 24-year-old National Guard soldier were killed, and 24 people were injured.
Also in February, an explosion occurred at a disused gas station near a railway station in Mykolaiv during a patrol change. Seven officers were injured, two critically.
Intentional Incidents
On March 18, 2026, Russian Shahed-type drones directly hit the regional headquarters of the Security Service of Ukraine (SBU), causing damage to the building.
Ukrainian Authorities’ Assessment
Ukrainian authorities, including President Volodymyr Zelenskyy, emphasize that these incidents are not accidental and constitute a deliberate campaign targeting law enforcement officers maintaining public order in the rear areas of the front lines.
Suspect and Alleged Russian Connection
The suspect in today’s attack, a 21-year-old resident, allegedly was recruited by Russian intelligence services and instructed to remotely detonate the explosives using a mobile phone, according to the SBU.
