Ex-Russian Deputy Defense Minister Sentenced to 19 Years for Corruption

A Russian military court on Friday sentenced Pavel Popov, former Deputy Minister of Defense, to 19 years in prison for corruption related to a large military complex.

“Military Disneyland” Scandal: Court Ruling

On Friday, April 10th, a Russian military court sentenced Pavel Popov to 19 years imprisonment for corruption. He was also fined 85 million rubles (approximately 3,986,500 PLN).

Patriot Park and Popov’s Role

Popov was responsible for the development and maintenance of Patriot Park, a large complex in Moscow dubbed the “Russian military Disneyland.” The idea to build the park originated with former Russian Defense Minister Sergei Shoigu.

Fraud Allegations

Authorities determined that Popov defrauded over 25 million rubles (approximately 1,172,500 PLN). He did not admit guilt, and his lawyer announced an appeal.

Misappropriation of Funds for Personal Use

Investigators found that Popov allocated budgetary funds to renovate his properties in the Moscow region.

Broader Investigation into Military Leadership

Popov served as Deputy Minister of Defense from 2013 until his dismissal in June 2024. The investigation into abuses within the Russian military leadership, beyond Popov, involves at least several officials linked to Sergei Shoigu.

Patriot Park features Soviet and Russian weaponry, a shooting range, an aviation base, museums, a conference center, and the Cathedral of the Armed Forces of Russia, adorned with mosaics depicting Soviet and Russian soldiers. The park officially opened in 2016.
