Polish Parliament Approves E-Contract System Expansion

The Polish Sejm passed an amendment to the eUmowa system law on Friday, broadening access to electronic contract management for all entities, regardless of size.

Expanded Access to E-Contract System

The amendment to the law governing the eUmowa system, which facilitates electronic contract creation and management, was approved by the Sejm. Previously, access was limited to individuals, farmers, micro-enterprises, and companies employing up to nine people. The new legislation removes these restrictions, opening the system to all interested parties.

The vote passed with 238 votes in favor, 179 against, and 21 abstentions.

System Functionality and Current Use

The eUmowa system, available on the Praca.gov.pl portal since January 7, 2026, allows for the electronic creation and management of selected contracts. It provides pre-made templates, supports trusted, personal, or qualified electronic signatures, and centralizes document storage.

Reduced Burden for Businesses

The Ministry of Family, Labour and Social Policy (MRPiPS) stated that the deregulation is a response to business demands and will significantly reduce administrative burdens. The expansion of eligible entities is intended to streamline contract processes.

Expanded Contract Types

Currently, the system supports employment contracts, contracts for specific work, and activation contracts. The amendment will expand the catalog to include volunteer agreements and ancillary employment contracts, such as non-compete agreements, training agreements, and agreements on material liability.

Flexibility in System Usage

The amendment allows parties to manage contracts within the system even if initially concluded outside of it, with the option to perform only specific actions within the system related to the contract. This provides flexibility for those who prefer to maintain some aspects of contract management outside the platform.

Transfer of Existing Contracts

The new law will also permit the transfer of existing contracts into the system for ongoing management, eliminating the need to re-create them.

System Enhancements

The system will be enhanced with wage and insurance calculators and expanded to include the attachment of documents related to occupational safety and health (BHP) obligations, such as proof of mandatory periodic training.

Data Integration and Verification

The project includes expanding the scope of data obtained from the Social Insurance Institution (ZUS) and other registries, like the National Court Register and the Central Register of Business Activity, to streamline contract settlements.

Employee Presence Confirmation

A feature for confirming employee presence at work will be introduced to facilitate accurate time tracking for wage and benefit calculations.

Next Steps

The amendment will now proceed to the Senate for review.
