Poland’s State Fund for Rehabilitation of Persons with Disabilities (PFRON) offers various forms of assistance; this guide details eligibility and amounts for 2026.
Rehabilitation Stay Funding in 2026
Rehabilitation stays help people with disabilities develop social and other activities. PFRON provides funding for these stays, provided the organizer is registered with the voivode. A doctor’s referral and a current disability certificate are required.
Income criteria apply for subsidies. As of March-May, the income limit is 4,598.89 zł per family member or 5,978.56 zł for a single person. Exceeding these thresholds doesn’t disqualify applicants, but reduces the subsidy using a “złoty for złoty” mechanism, based on the income from the preceding quarter.
Maximum Funding Amounts
The maximum subsidy amount is linked to average wages. Currently, funding for a participant is available.
Caregiver Support
If a doctor deems a caregiver necessary during a rehabilitation stay for someone with a moderate or severe disability, funding for the caregiver’s stay is also available, currently up to 1,839 zł.
Increased funding is possible for individuals in particularly difficult situations.
Where to Apply
Applications are accepted by Powiat (county) Family Assistance Centers (PCPR), Municipal Family Assistance Centers (MOPR), or Municipal Social Assistance Centers (MOPS). Applications can also be submitted electronically through SOW (PFRON Support System).
Orthopedic Equipment and Assistive Device Funding
Funding is available for orthopedic equipment (e.g., wheelchairs, crutches) and assistive devices (e.g., hearing aids, catheters) when a doctor’s prescription exceeds the National Health Fund (NFZ) coverage limits. These items are listed in the annex to the regulation on medical devices issued on prescription.
Income Criteria and Funding Levels
Income criteria are the same as for rehabilitation stays. However, unlike rehabilitation stays, the “złoty for złoty” rule doesn’t apply. Exceeding the income threshold results in denial of funding.
Business Activity Funding in 2026
Individuals with a disability certificate or equivalent can receive one-time funding to start a business, provided they are registered as unemployed or seeking employment at the Powiat Labor Office. Prior public funding for this purpose disqualifies applicants.
Funding amounts are determined by agreement with the Starosta (county head). Committing to operate the business for at least 12 months allows for a maximum subsidy of up to 6 times the average wage. A 24-month commitment increases the subsidy to 6-15 times the average wage, currently nearing 138,000 zł.
Business activity can only begin after signing the agreement with the Starosta. Violating the agreement requires returning the funds.
Social Insurance Contribution Refunds
PFRON can refund mandatory social insurance contributions for individuals with a disability certificate or equivalent who run a business.
The refund covers contributions not funded by public sources.
Active Self-Government Program 2026
The “Active Self-Government” program targets people with disabilities of working age, aiming to remove barriers to social, professional, and educational participation.
Program modules address transport barriers, access to information technology, mobility barriers, maintaining employment through dependent care support, home ventilation rehabilitation, higher education access, and accessible housing.

Employer Support: 2026 Funding Amounts
Employers meeting specific conditions can apply for funding to cover the wages of employees with disabilities. In 2026, funding amounts remain unchanged.
For individuals with mental illness, intellectual disability, pervasive developmental disorders, epilepsy, or blindness, amounts are increased to 4140 zł (severe disability), 2585 zł (moderate disability), and 1265 zł (mild disability).
These are maximum amounts; monthly funding cannot exceed 90% of actual wage costs (75% for businesses subject to public aid regulations).
Other PFRON Support in 2026
Other forms of support include funding for rehabilitation equipment, removing architectural and communication barriers, sign language interpreting services, and sign language training. Contact your local family assistance center for details.
