Polish Defense Minister Władysław Kosiniak-Kamysz announced plans to expand the national army to 500,000 soldiers by 2030 while securing billions in European SAFE program funding.
SAFE Program and Defense Funding
During the Defence24 Days event in Warsaw, the European SAFE program was addressed, with Poland designated as the largest beneficiary of 43.7 billion euros. The loan agreement is scheduled to be signed on Friday, May 8, providing nearly 190 billion PLN for the military and defense industry.
The funds are earmarked for the East Shield program, anti-drone systems, air defense, artillery, and military transport infrastructure. The government intends for 89% of these funds to support the Polish industry and economy. Following a veto by President Karol Nawrocki in March, the government established the “Polska Zbrojna” program to manage the SAFE loan through the Armed Forces Support Fund.
Strategic Military Expansion
Defense Minister Władysław Kosiniak-Kamysz outlined a strategic goal to establish Europe’s strongest and largest army by 2030. This plan involves increasing the force to 500,000 soldiers, comprising 300,000 professional troops and 200,000 high-readiness reserves.
Industrial Mobilization and US Presence
To meet the 2030 equipment delivery targets, the Minister urged the defense industry, specifically the Polish Armaments Group, to operate 24 hours a day, seven days a week. Additionally, Poland expressed readiness to welcome more US troops, noting that approximately 12,000 US and NATO soldiers are currently stationed in the country.
The Evolution Toward NATO 3.0
General Wiesław Kukuła discussed the transition toward “NATO 3.0,” a movement focused on rebuilding alliance potential and adhering to Article 3 of the North Atlantic Treaty. This shift aligns with concepts of “flexible realism” to enhance collective defense capabilities.
The strategic direction aims to strengthen deterrence against the Russian Federation and position Poland as a key security pillar on the alliance’s eastern flank.
