Czarzasty and Kidawa-Błońska Reject Review of WSI Report Annex

Sejm Speaker Włodzimierz Czarzasty and Senate Speaker Małgorzata Kidawa-Błońska announced they will return the classified annex to the WSI liquidation report to President Karol Nawrocki, citing severe national security risks.

The Risks of Disclosure

Speaker Czarzasty explained that the decision to reject the document stems from the presence of one thousand anonymized names of Polish intelligence officers. He argued that foreign intelligence services could easily identify these individuals based on the provided context, which would compromise the safety of Polish operatives.

Czarzasty emphasized that disclosing these names would erode international trust in Poland at a time when the country, situated on the eastern flank, faces significant security threats. He maintained that no foreign intelligence service would cooperate with a nation that exposes its own agents.

A Matter of National Interest

The Sejm Speaker underscored that protecting these identities is a fundamental issue of national security and raison d’état. He stated that democratic officials refuse to authorize the public release of names that would irreparably damage the credibility and operational integrity of Polish services.

Presidential Path to Declassification

In April, presidential spokesperson Rafał Leśkiewicz confirmed that President Karol Nawrocki had initiated the formal process to declassify and publish the annex. The President submitted the document to the speakers of both chambers for their professional opinion.

The President’s office noted that the submitted version is anonymized and complies with a 2008 Constitutional Tribunal ruling. While the speakers’ opinions are not legally binding, they serve as a formal procedural step toward the President’s stated goal of public disclosure, provided there are no legal obstacles.

Historical Context of the WSI Report

The controversy dates back to 2007, following the publication of a report by a verification commission led by Antoni Macierewicz regarding the Military Information Services (WSI). The liquidation of the WSI in 2006 followed allegations of espionage, illegal arms trade, and professional misconduct.

A 2008 Constitutional Tribunal ruling affirmed the legality of publishing the report but identified constitutional breaches regarding the rights of those implicated. Since then, Presidents Lech Kaczyński, Bronisław Komorowski, and Andrzej Duda have all refrained from publishing the finalized annex due to concerns over the accuracy and interpretation of its contents.
