NSA court rulings on border changes exceed NIST recommendations, but legal oversight alone isn’t enough.
NSA’s Role in Border Disputes
On February 4, 2026, an article by dr hab. Jakub Zięty (prof. UWM) was published in “Dziennik Gazeta Prawna” titled “NSA begins civilizing changes in borders and goes further than NIST”. The title suggests that the NSA has brought about a breakthrough, making NIST’s proposals appear too conservative and insufficient.
The Supreme Administrative Court’s rulings appear to be more comprehensive in addressing border disputes than the approach recommended by the National Institute of Local Government.
Greatest Common Denominator
Even if one shares Professor Zięty’s optimism about the effects of the court rulings mentioned in the text, limiting the “civilization” of border disputes to court control is insufficient. It’s difficult to describe the National Institute of Local Government as conservative when its role was to coordinate efforts to develop a common, compromising position that would account for the demands of various local government organizations.
