Cenckiewicz Resigns as Head of Poland’s National Security Bureau

Sławomir Cenckiewicz has resigned as head of Poland’s National Security Bureau (BBN) amid disputes with the government and internal tensions within the Presidential Palace.

Cenckiewicz’s Departure and Underlying Conflicts

Sławomir Cenckiewicz’s resignation as head of the BBN stems not only from a dispute with the Donald Tusk government regarding access to classified information, but also from tensions within the Presidential Palace, the ambitions of Karol Nawrocki’s associates, and Cenckiewicz’s increasing involvement in current political affairs.

Access to Classified Information and Kowalski’s Role

Cenckiewicz found it impossible to effectively lead the BBN without access to classified information. He essentially felt deprived of the tools to perform his duties, leading to General Andrzej Kowalski effectively managing the bureau, and now officially serving as the acting head of the BBN. A new head of the National Security Bureau is expected to be appointed before the holidays.

Dispute with the Tusk Government and Court Rulings

The dispute over access to classified information with the Donald Tusk government persisted despite favorable rulings for Cenckiewicz from the Wojewódzki Sąd Administracyjny (WSA) and the Naczelny Sąd Administracyjny (NSA). However, security services determined the matter returned to the verification stage – a preliminary investigation – meaning Cenckiewicz still lacked access to classified secrets.

Internal Palace Friction: Cenckiewicz, Przydacz, and Bogucki

In this situation, the Presidential Palace adopted a defensive stance, and Cenckiewicz resigned. Sources indicate the decision was Cenckiewicz’s own and he was not pressured by Karol Nawrocki.

The resignation also occurred amidst reports of a poor atmosphere within the President’s inner circle, specifically a conflict between Cenckiewicz, Marcin Przydacz (head of the International Policy Bureau), and Zbigniew Bogucki (head of the Presidential Chancellery). One source noted the ambition of Przydacz and Bogucki, with Przydacz previously speculated as a presidential candidate and Bogucki recently as a prime ministerial candidate, positioning Cenckiewicz as a strong third figure in the palace.

Cenckiewicz’s Independent Stance and Public Criticism

Cenckiewicz’s independent public statements also contributed to the situation. He recently criticized both Viktor Orbán, whom President Nawrocki supported during the campaign, and Donald Trump, hindering the building of good relations within the palace.

Cenckiewicz’s Future: Joining Czarnak’s Team

Cenckiewicz will remain in the Presidential Chancellery but is joining the team of Przemysław Czarnak, signifying a serious entry into party politics. Media speculation suggests Czarnak, considered a potential PiS prime ministerial candidate, promised Cenckiewicz a position in the government.

Whether such a government will ever be formed remains uncertain, but the conflict with the Tusk government over classified information is unlikely to be Cenckiewicz’s last political clash with the Civic Coalition (KO) and its leaders.
