Corruption Scandal in Ukraine: Zelensky’s Friend Targeted

On Monday, 10 November, Ukraine’s anti‑corruption service raided the home of businessman and Zelensky associate Timur Mindicz, while also conducting searches at the Justice Minister’s residence and Energoatom offices.

Anti‑corruption raid on businessman’s home

Ukrainian anti‑corruption officers entered the house of Timur Mindicz, co‑owner and head of studio Quarter95, a company founded by President Zelensky and his friends. The raid took place on 10 November.

Searches at Justice Minister’s residence

Officials also searched the home of Justice Minister Herman Haluszczka. The operation was based on information received from an anonymous informant, and was confirmed by MP Jarosław Żelezniak.

Seizures at Energoatom offices

Agents entered the offices of Energoatom, the state company that manages all Ukrainian nuclear power plants. Haluszczka had worked there as legal‑support director (2014‑2015) and vice‑president (2020‑2021) before becoming minister.

15‑month energy‑sector corruption probe

NABU, together with the Special Anti‑Corruption Prosecutor’s Office, is conducting an investigation that spans 15 months. Analysis of about 1,000 hours of audio recordings has documented the activities of a highly organized crime group that seeks illegal gains of 10‑15% of contract values, a scheme dubbed the “sluice” or “slabaan.”

Zelensky backs anti‑corruption actions

President Volodymyr Zelensky, speaking on social media the same day, praised the authorities’ work, asserting that effective anti‑corruption measures and tough penalties are essential for Ukraine’s energy security and that officials must cooperate fully with NABU and judicial bodies.
