Meetings Between Horała and Dawtona Executives
On December 1, 2023, Piotr Wielgomas, vice‑president of Dawtona, purchased a 160‑hectare parcel in Zabłotnia, Masovian Voivodeship, a site earmarked for the Central Communication Port (CPK). According to Virtual Polska, the transaction followed two meetings between the Wielgomas family—his father and brother—and Marcin Horała, a PiS‑appointed representative on CPK matters.
Horała later said he had met dozens of local stakeholders, farmers and businesses, many of whom—such as the Wielgomases—claimed that the CPK acquisition would clash with their ongoing farming operations. He maintained that the CPK plan had not changed and that the company continued to pursue possession of the parcel. He cited written proof of CPK’s attempts to secure the land.
Horała’s Clarification of CPK Plans
On X, Horała explained that while serving as the PiS government’s CPK liaison, he met hundreds of elected officials, entrepreneurs and citizens who offered feedback on the port’s location and routes. He added that the Wielgomases had raised concerns, arguing that CPK’s takeover would undermine their agricultural activities.
Horała emphasized that CPK’s master plan had not been altered and that the agency persisted in requesting the parcel’s transfer from the local authority despite the sale offers—”evidence exists in writing,” he said.
Horała’s View on the Sale Conversation
In a TVN24 interview, Horała said that when he learned of the Zabłotnia sale, he was no longer acting in the capacity of CPK liaison. He added that, according to his memory, the topic of the sale never surfaced in their conversations.
He noted that Dawtona’s owners had been leasing the land for several years, continuing agricultural operations, and wished to keep the activity going. He insisted that CPK’s request was that the land be transferred by the municipal authority to the port.
Opposition Politicians Denounce Allegations
Jan Grabiec, head of the Prime Minister’s office, posted on X that the CPK affair was “full‑blown”. He claimed Horała had lied about Dawtona’s sale and admitted he had spoken twice with interested parties before the transaction, questioning why he had tried to conceal it.
The post was reshared by KO MP Roman Giertych, who echoed that the CPK scandal was flaring up. EU‑MP KOKrzysztof Brejza joined the condemnation, accusing Horała of cryptic meetings and a deal that investigators are already probing.
