Trump’s shadow over capitals is described so strong that his decisions reshape defense budgets, trade policy, and domestic governance. The top three also include Danish Prime Minister Mette Frederiksen, who has wielded significant influence on the EU’s defense stance, and German Chancellor Friedrich Merz, whom EU leaders view as a natural successor to steer European policy.

Nawrocki’s placement at 23rd reflects his 2020 election victory and his ability to pivot the Presidential Palace into an alternative power hub. Despite Prime Minister Donald Tusk’s control over the government, his coalition lacks sufficient leverage to unseat Nawrocki. According to Gazeta, Poland’s attempt to reestablish itself as a pillar of pro‑European leadership is hampered by its two most powerful politicians pulling in opposite directions, fracturing the EU’s eastern flank.
