Tusk Raises Objections to Trump Peace Plan

On Sunday (23 November), Donald Tusk posted that he and leaders from France, Italy, Germany, the UK, Canada, and Japan declared readiness to work on the U.S. plan, while expressing reservations on some points. He added that European leaders will convene in Leuven tomorrow ahead of the EU‑Africa summit, where he will outline Poland’s stance.

General Kellogg Says “We Are Two Steps From Ending the War”

U.S. special envoy to Ukraine and Russia Keith Kellogg stated that they are two steps away from ending the war, praising the peace plan formulated after consultations between Washington and Moscow. In a Fox News interview, he asserted President Trump would bring the conflict in Ukraine to a close, noting that “the final ten metres to the goal are always the hardest” and that they are probably within the last two metres. He added that work on the plan will continue throughout the coming week and that additional documents are needed to secure guarantees.

28‑Point Peace Plan: Key Provisions

The Washington‑initiated 28‑point plan, developed after talks with Moscow, calls for Kyiv to cede territory to Russia, limit Ukrainian armed forces, and abandon efforts toward NATO membership. A group of U.S. senators said the State Department described it as a “Russian proposal” rather than an American one. Senator Marco Rubio responded on X that the peace proposal was crafted by the United States.
