Estonian President and Finnish Counterpart Call for Dialogue
Estonian President Alar Karis visited Helsinki on Tuesday, April 28th. At the conclusion of a meeting with Finnish President Alexander Stubb, both leaders stated that Europe should prepare to begin a dialogue with Moscow.
Disagreement Within Estonia’s Government
President Karis’s stance has led to a dispute with Estonia’s Ministry of Foreign Affairs, which maintains that no dialogue is possible with Russia given its status as an aggressor state.
Defense Minister Outlines Conditions for Talks
According to Estonia’s Minister of Defence, a condition for opening relations is Russia ending the war, withdrawing from Ukraine, and respecting international law and the rule of law.
Historical Pattern of Russian Aggression
The Estonian minister pointed out that Russia has initiated a war with a neighbor approximately every six to seven years over the last century. He stated, “If this pattern continues, it will be necessary to respond.”
Russian Military Buildup Near Finland and Estonia
Pevkur also noted Russia’s plans to increase the number of troops in regions near Finland and Estonia by approximately 50,000 soldiers, from the current 30,000, and to increase the amount of weaponry.
Response to Finland’s NATO Membership
This refers to the reform of the Russian army and the deployment of additional forces within the reactivated Leningrad Military District, intended as a response to Finland’s entry into NATO on April 4, 2023.
