EU Approves €43 Billion in Defense Funding for Poland

The European Commission has forwarded the SAFE agreement to Poland, unlocking over €43 billion for defense projects, with Poland designated as the program’s largest beneficiary.

EU Sends SAFE Agreement to Poland and 17 Other Nations

The European Commission (EC) transmitted the SAFE agreement to 18 of the 19 participating EU member states, including Poland, on Thursday afternoon, according to EC Spokesperson Thomas Regnier.

The agreement provides a standardized loan framework for defense investments. Countries with approved national defense investment plans—Poland among them—received the draft agreement from the Commission.

Agreement Signing Timeline Uncertain

The EC will promptly begin signing loan agreements once each member state completes its national procedures. The initial target for finalizing agreements was March, but the Commission opted to create a unified agreement template.

Approximately 250 amendments were submitted by member states to the template. The new version was delivered to Warsaw and 17 other capitals on Thursday, meaning a signing in April or May is now more likely.

Poland Designated Largest Beneficiary of SAFE Program

Ursula von der Leyen, President of the EC, confirmed the agreement with Poland, stating that Poland is a “key pillar of the security architecture in Europe” and helps maintain security on the eastern flank.

Poland will receive a total of €43.7 billion, with a 15% advance payment (approximately €6.5 billion) available upon signing. This makes Poland the largest beneficiary of the SAFE program among the 19 participating EU nations.

Hungary Remains Outside the Program

Hungary is the only EU member state whose plan has not been approved. Sources indicate that Budapest has not yet implemented the changes required by the EC.

SAFE Program Details

The EU’s SAFE program allocates €150 billion in support, including low-interest loans, primarily for military equipment purchases, with a focus on European-produced goods.
