The European Commission welcomed the United States’ persistent efforts for peace in Ukraine and noted that the provisional 28‑point plan contains essential elements vital for a fair and lasting peace.
Requirements for Implementation
The Commission emphasized that the plan is a foundation that will require further work and that the implementation of EU and NATO elements would need the agreement of the relevant members of both organizations.
It also warned that proposed restrictions on Ukrainian armed forces would expose Ukraine to future attacks and that borders should not be changed by force.
