Funding Debate: Budgets vs. Grants

Commission officials point to national budgets or the €150 billion SAFE loan fund as sources of finance. However, many countries argue that non‑repayable grants from the EU budget should be provided. A European defence industry development programme exists, but its budget totals only about €1.5 billion.
