EU Prepares for Potential Article 42.7 Activation
The President of Cyprus, Nikos Christodoulidis, announced Friday morning that EU member state leaders intend to prepare an action plan in the event one country triggers Article 42.7 concerning mutual defense and assistance. The article stipulates that if an EU member state is attacked, others must provide assistance.
The European Union is proactively preparing a response plan in anticipation of a potential attack on a member state.
Discussion During Informal Summit
Christodoulidis stated that leaders discussed the mutual defense clause during a joint dinner on Thursday. “We agreed that we will prepare an action plan specifying how we will react if a member state triggers Article 42.7,” he conveyed.
Key Questions for the Action Plan
The Cypriot president acknowledged several questions that need addressing. “Let’s assume France triggers Article 42.7. Which countries would respond first to the French government’s request? What will be the needs of the government or country triggering the article? All of this will be included in the plan to know when and whether a member state should trigger Article 42.7 and have a ready operational plan to implement,” he informed.
Universal Recognition of Need for a Plan
President Christodulidis added that he is pleased all EU states recognize the necessity of having a plan in place should the mutual defense clause need activation.
Understanding Article 42.7
According to Article 42.7 of the Treaty on the Functioning of the European Union, if an EU member state falls victim to armed aggression, other countries are obligated to assist it. Article 5 of the NATO treaty serves a similar function.
Cyprus Hosts EU Summit
Cyprus, currently holding the presidency of the Council of the EU, is hosting a two-day informal European Union summit that began on Thursday.
