European leaders and Ukraine rejected key elements of the U.S. 28‑point peace plan, insisting Ukraine’s army cannot be reduced and the front line must remain unchanged, Bloomberg reported on Wednesday.

President Volodymyr Zelenski spoke with the leaders of the United Kingdom, Germany and France – Emmanuel Macron, Keir Starmer and Friedrich Merz – all of whom emphasized that Ukrainian forces cannot be reduced. They also said the existing front line should be the starting point for all territorial negotiations concerning Ukraine.

They urged that Kyiv, Berlin, Paris and London work jointly to secure long‑term protection of Ukrainian and European interests. After the discussion, Zelenski released a statement praising the support for Ukraine, stating “We are closely coordinating actions and have agreed on further steps,” and stressing his country needs a “true good peace.”

US 28‑Point Plan Calls for Ukrainian Acceptance by Nov. 27

The United States presented a 28‑point peace plan to President Zelenski, demanding Kyiv sign a framework by Thursday, 27 November. The plan, which the US expects to agree with Russia, includes handing over the Donbas and Crimea to Russia, freezing the front line in the Zaporozh and Luhansk regions, reducing Ukraine’s army and renouncing Kyiv’s aspirations for NATO membership.

One of the points concerns Poland, which would host European fighter aircraft on its soil, according to the plan’s description.

Tusk Urges Ukraine’s Central Role in Peace Talks

The head of the Polish government, Prime Minister Donald Tusk, replied to the peace plan, writing on the FB platform “Decisions about Poland will be taken by Poles. Nothing about us without us.” He added that all negotiations on peace should involve Ukraine, “Nothing about Ukraine without Ukraine.”
