European Prosecutor Seeks Polish MP’s Immunity Waiver Amidst Corruption Probe

European Prosecutor General Laura Kovesi has requested the Polish Sejm to waive the immunity of an unnamed MP linked to a corruption investigation involving tram infrastructure modernization.

Corruption Allegations in Tram Modernization Project

The European Public Prosecutor’s Office (EPPO) has requested the Polish Sejm to waive the parliamentary immunity of an MP, though the identity of the legislator remains undisclosed. The investigation centers on suspicions of active and passive corruption related to a company responsible for modernizing tram infrastructure in the Upper Silesian-Zagłębie Metropolis.

The project is financed by the EU with 1.9 billion PLN (approximately 450 million EUR) between 2007 and 2027. The EPPO is the EU’s public prosecutor, responsible for investigating and prosecuting crimes against the EU’s financial interests.

CBA Investigation Reveals Corrupt Practices

Poland’s Central Anti-Corruption Bureau (CBA) is conducting a parallel investigation into potential financial damage of approximately 1 million EUR to the company responsible for the tram infrastructure. The CBA reports evidence of a corrupt scheme within the company.

According to the CBA, confidential information was allegedly leaked to a favored engineering and construction firm, potentially securing them the contract. This involved personal and corporate connections.

Arrests and Asset Seizures

On December 17, 2025, the CBA detained four individuals suspected of involvement in the corruption scheme and tender collusion. Authorities seized nearly 38,000 EUR in cash and a gold bar. A subsequent search yielded 1 million PLN in cash.

In April of the current year, the CBA arrested six additional individuals in connection with the case, conducting searches in Silesian and Lesser Poland Voivodeships. They seized data storage devices and extensive documentation.

Allegations of Payments to a Member of Parliament

Evidence suggests that financial benefits were provided in exchange for approving inflated costs or fictitious work. The EPPO’s investigation was triggered by these findings.

The CBA states that evidence indicates the arrested man repeatedly accepted bribes in collusion with another individual, with the total value of benefits reaching nearly 2.7 million PLN. Evidence also suggests that financial benefits were transferred to a Member of Parliament, prompting Kovesi’s request for immunity waiver.

Tram Company Cooperation

Robert Walczak, spokesperson for Tramwaje Śląskie (Silesian Trams), stated that the company continues to cooperate with law enforcement and awaits their findings.
