Experts Back Nawrocki’s Electricity‑Cost Cuts; Government Reject Would Be Mistake

Polish president Karol Nawrocki has presented a bill aimed at reducing household energy bills by over 800 zł annually, a move that experts say would aid the energy transition.

Bill’s Core Measures

President Nawrocki’s draft law targets a one‑third reduction in electricity bills through VAT cuts, removal of certain fees, and a drastic reduction of “green certificates”. The plan is projected to save households more than 800 zł per year.

Expert Support

Energy specialists, including Michał Hetmański of the Instrat Foundation, welcomed the plan, arguing that cheaper power assists households and accelerates the shift to clean energy. He warned that rejecting the bill would be a serious mistake.

Implications for the Energy Transition

Hetmański noted that affordability is “the best way” to prepare people and businesses for the transition, as lower costs boost competitiveness of heat pumps and electric vehicles.

Financial and Regulatory Risks

Hetmański cautioned that slashing distribution fees could lead to multi‑billion losses for state‑owned utilities that rely on these revenues to fund long‑term investment programs. He urged careful assessment of how much could be self‑covered versus needing state or EU funding.

Alignment with EU Policy

President Nawrocki highlighted that his proposals build on Brussels’ RePowerEU package, which includes a VAT reduction for electricity. He insists that 100 % of ETS tradable allowances from 2024 will finance transformation, in line with EU and government commitments.
