The fourth year of the Russia-Ukraine war has been marked by fruitless peace negotiations initiated by U.S. President Donald Trump. Ukrainian civilians face increasing danger with each passing year.

Record Civilian Casualties

The latest UN report reveals at least 2,500 civilian deaths in Ukraine during 2025. The number of documented victims was 31% higher than the previous year and 70% greater than in 2023. Only the first year of the invasion had more civilian casualties.

No Safe Havens

The document shows there are no safe places left in Ukraine. Over one-third of civilians killed or injured were away from the front line when attacked. Attacks increasingly target residents of apartment buildings in large cities and random houses in rural areas.

Recently in Kharkiv Oblast, a father with three children was killed in this manner, while the mother was injured, according to Helena Krajewska from Polish Humanitarian Action.

Worsening Humanitarian Crisis

The scale of humanitarian needs constantly grows, as noted by Krajewska. More frequent attacks on water, energy, and heating infrastructure have made this winter the worst since the invasion began. In many private homes, electricity was available for only one to three hours per day.
