Government May Support Renewable Energy—Prezident’s Veto on Wind Farm Proximity Could Block Critical Reforms

The government may push through regulations to support renewable energy development despite the President’s veto, potentially bypassing the 500m distance rule blocking critical aids for the sector.

Uneven Renewable Energy Development in Poland

The development of renewable energy in Poland has been uneven. Wind farms were the primary focus until the Law and Justice party introduced restrictive rules, resulting in significantly reduced investments. The boom in solar panels in recent years has significantly changed the situation, with photovoltaics now accounting for approximately 15% of annual electricity production, rising to 22% in the sunniest months.

Complicated Administrative Procedures

The development of renewable energy could progress faster and more efficiently, but complex and time-consuming administrative procedures slow down the process, generating high economic and social costs. A report by the Institute of Reform states that administrative procedures on granting permits for wind farms and solar farms can take up to 7 years and over 3 years respectively.

Multiple Barriers to Renewable Energy Development

Among the barriers to renewable energy development, both spatial planning challenges and limitations in administrative efficiency warrant attention. While the proposed spatial planning reforms may address some issues, the need for comprehensive changes to administrative procedures and substantially strengthening Regional Environmental Directorates remains critical.
