The Road Construction Special Act (i.e., the Act of April 10, 2003, on special rules for the preparation and implementation of investments in public roads) significantly simplified the road investment process by combining numerous administrative procedures into a single proceeding.

The Problem of Inconsistency

However, its application in practice has revealed a problem concerning inconsistencies in the classification of land taken over for the State Treasury or local government units.
